small, hard 'lumps' under/around cat's neck area

I noticed that there are some small, hard lumps where she has been scratching. They appear to be where her collar would be if she wore one (indoor cat), a bit below the chin. One or two have appeared on the side and back of her neck as well. I cannot really see them since her fur is thick and has little patience. I know that there is ‘feline acne’ but I do not know if this is what my cat has. It is not matted fur and she hasn’t had fleas and takes Program. Any suggestions? Thanks, Greg
